1 Visa management
a Foreigners should apply for visa for entry to China at
China’s diplomatic representative organs, consulates
or other bodies authorized by the Chinese Foreign Ministry
in foreign countries.
b For exit from China, foreigners should show a valid passport
or other valid certificate, and visa permitting in China
or residence permit.
c Long-term residence permit could be granted to those foreigners
who invest in China or who have cooperative relations in
economy, science and technology and culture with china’s
enterprises or government bodies, and who need to stay a
long period in China for other proposes, after approval
of competent Chinese government bodies.
d Preferential treatment in entering or exiting China is
only given to those who have studied abroad and come back
with a foreign passport, and hold a high-level post in high-tech
enterprises. Those who need frequent entry and exit and
exit of China can apply for multi-entry F-type visitor’s
visa, valid for at least one year and at most five years.
Those who need to stay in China for a long period of time
can apply for a residence permit valid for one to five years,
and a Z-type visa of the same period of validity. Those
who need to leave and enter China frequently can apply for
multi-entry visa.
2 Z-type visa
a Z-type visa is granted go foreigners with permission to
work in China and to families.
b The certificate for invitation or employment from a Chinese
employer, or the letter or telex of visa notification sent
by the authorized unit, is needed when applying for a Z-type
visa.
c Foreigners applying for more-than-one-year residence in
China should submit a health certificate issued by the medical
and health department designated by the government of his
own country. The health certificate will be valid for six
months starting form the day of issuance.
d Within 30 days of their arrival in China, foreigners with
a Z-type visa should apply for a residence permit or temporary
residence permit at local public security offices. The period
of validity of the residence permit is the period allowed
to stay is China for permit holders.
3 Foreigners who can apply for visa at port
Chinese law stipulates that foreigners can apply for a visa
at the authorized port for emergencies listed as below if
they are too late to apply for a visa at a Chinese embassy,
consulate or other authorized office abroad. When applying,
they need to submit the letter or telegraphs of the authorized
Chinese units and a passport of a county which has t diplomatic
relationship or official trade relationship with China.
It is quick and convenient to apply for a visa at port.
The validity of this kind of visa in so more than three
months.
Applicable cases
a At the invitation at the last moment by the Chinese side
to attend a trade fair;
b At the invitation to take part in bidding or the formal
signing of a trade agreement;
c To supervise the examination of exports and imports or
check the contract by agreement;
d At the invitation for the installation of equipment or
project rush-repair;
e At the demand of the Chinese side to settle claims;
f At the invitation of the Chinese side to give scientific
and technological advice;
g Unexpected change or addition of members or the visitor
group agreed previously by the Chinese side;
h To see a seriously ill patient or handle the funeral;
i People with transit visas unable to leave the country
within 24 hours for certain reasons or needing to change
to other means of transportation;
j At invitations for other reasons but without enough time
to apply for a visa in embassies and with letter of agreement
to apply for a visa at ports from designated competent bodies.
The authorized ports with visa-issuing rights are as follows:
Beijing, Shanghai, Tianjin, Dalian, Fuzhou, Xiamen, Xi’an,
Guilin, Hangzhou, Kunming, Guangzhou(at Baiyun Airport),
Shenzhen (Luohu and Shekou), Zhuhai (at Gongbei) , Haikou,
Qingdao, Weihai and Yantai.
4 Re-entry visa
When a foreigner holding a residence permit or temporary
residence permit needs to leave China for short-term natters
and re-enter the country within the term of validity of
the permit, he/she shall apply to the Division of Aliens
and Exit-Entry Administration of Beijing Public frontier
check authorities will judge that the foreigner will not
re-enter China after the departure, and proceed to revoke
and recoup the residence permit in line with the law.
Where a residential permit-holding foreigner does not need
to re-enter China after the departure, he may go through
the formalities for departure by presenting the passport
or other valid certificates instead of and exit visa. Under
such a circumstance, the foreigner concerned shall submit
the residence permit to Chinese frontier check authorities
for is revocation. Where the foreigner concerned fails to
present the residence permit, Chinese frontier check authorities
shall stop him from leaving China.
In applying for a re-entry visa, a residence permit-holding
foreigner shall go through the following formalities:
a To submit the valid passport and valid residential documentation
for verification;
b To fill in a Visa Application Form for Foreigners, to
which shall be affixed the official seal of the institution
for which the foreigner is working.
5 Preferential policies
Foreign employees in joint ventures, foreign-funded enterprises
and cooperative enterprises
Can apply for one-year residence permit and multi-entry
visa of one-year validity, A two-year residence permit and
one-year multi-entry visa could be granted to foreign employees
and their families in R&D organizations and high-tech
enterprises, and Chinese who have studied abroad and their
families. If needed, they can apply for emergency services
for visa application.
